Actual Hours Replaced with Recorded Hours

MTX will slowly transition tickets' Actual Hours values, which represented the time a ticket was In Progress, to recorded time entry time as tickets are updated. The "Actual Hrs" time label has been replaced with "Recorded". Tickets that have not yet been updated with the new value with continue to show the old value with the label "In Progress" instead of "Recorded".
